Online Workshop 6 September 2024 Megumi Morisaki, On the Proposal of the Arts-Workers Law in Japan The arts workers in Japan have been suffering from abusive and exploitative practices and inhumane working conditions in the entertainment, performing arts, and creative industries. The newly enacted Freelance Act, which comes into force on the 1st of November 2024 and is enforced by the Japan Fair Trade Commission (JFTC) and other relevant governmental bodies, will be a significant step towards improving trading terms and working conditions. However, in light of the seriousness of the deep-rooted practices and customs, the great imbalance of bargaining power, and the unique features of the creative industry characterized by intellectual properties and other knowledge work whose value is difficult to discern, further measures will be necessary in addition to the Freelance Act.
A group of art workers led by Ms. Megumi Morisaki, an actor and the President of Arts Workers Japan, have conceptualized a law to protect art workers, a set of legal rules and policy measures, and submitted it to the Japanese government.
In the seminar, Ms. Morisaki explained the concept and activities that she and her association are engaged in to materialize the proposals.
